INCIDENT DATE (mm/dd/yyyy) - REQUIRED
The date of the incident of family violence as reported by the victim
- or other reliable source.
Comment: If the Data Entry Technician (DET)
uses a space between mm dd and yyyy for any of the dates on these screens,
the forward slashes will autofill. Entry of a single digit for the month
or day or 2-digits for the year will also autofill with the required number
of digits.
Special Instructions: If the victim only recalls
a month and a year, use the first day of the month and the year as the
incident date. If the victim reports multiple prior incidents in the distant
past (e.g. child abuse/adult victim of incest) use the 1st day of the year
(01/01/yyyy) that victim recalls an incident occurred.
INCIDENT REPORT DATE (mm/dd/yyyy)
Date that the incident was FIRST reported to the reporting organization
by an alleged victim (or other interested party).
Special Instructions: Dependent on the circumstances,
the INCIDENT REPORT DATE may be the same as the INCIDENT DATE, DATA COLLECTION
DATE, and/or DATA ENTRY DATE. Reporting organizations that are working
with a victim over a period of time may want to keep a separate record
of the “incident report date” for internal tracking purposes and to ensure
consistency for any future FVC-APP records.
INCIDENT TIME OF DAY - default is "unknown"
Select the approximate time of the day that the incident occured from
a 5-item look up table (LUT).
Special Instructions: For multiple incidents
enter the approximate time of the day that the majority of incidents occurred

this field references a look up table ( LUT_COUNTY/MD) that contains the
U. S. Census Geographic Identification Code Scheme (GICS) codes for the

codes for counties in other states can be added by the database administrator.
When a State is selected, the corresponding county look-up table will be

(census designated place) for persons with an Oakland, MD mailing address
who live outside the town limits of Oakland. The Oakland CDP refers to

| RECOMMENDATION: Replace the "PLACE" field with
a "GEOCODE" field for the complete FIPS (Federal Information Processing
Standards) code. If the address of the incident is known, run the address
through a geocoding machine and enter the complete FIPS code for:
State, County, Place, Census Tract, Census Block Area, and Census Block.
Comment: Use of this field will add valuable geo-coding information as to the geographic location of incidents of family violence in the county. Entering the FIPS code for address of the incident will not compromise the privacy of the victim - provided that the Analyst does not query on both the incident FIPS code field and whether or not the incident occured in the victim's home on the same report. Additional assurances that this type of correlation will not be made will be incorporated in the Memoranda of Understanding with the organizations who have Analyst access. Analyst access shall be revoked if the aformentioned type of report is generated. Assurances that reports shall not be broken down by Census Block will also be stipulated. Any reports that yield 5 or fewer cases shall use the U. S. Census convention of withholding information that has the potential to be identifying. |

All three of these fields reference a list of
broadly-defined offense categories used by the NIBRS (National Incident-Based
Reporting System). A sub-set of NIBRS offense types that are most relevant
to family violence are displayed in this look-up table. All offense types
listed - with the exception of "Family Offense, Nonviolent" - are category
'A' offenses. Refer to the look-up table below (LUT_OFFENSE_TYPE) for definintions
of the NIBRS offense categories. An overview of the NIBRS is at: http://www.jrsainfo.org/ibrrc/
Comments: It is important to keep in mind
that these categories do not correspond to definitions of offenses in Maryland
Law. (See Tab 4: Criminal Proceedings for "Charges" based on Maryland Statute.)
This is not a required field, but Law Enforcement, Adult Protective Services
and Child Protective Services are encouraged to fill in this information.
Categorization of incidents of family violence using the NIBRS offense
categories is important because the national data set can then be used
as a valid comparison group for local aggregate data. For example, the
Federal Bureau of Investigation (FBI) has designed simple, clear tables
and charts to demonstrate NIBRS contents and capabilities. Seventeen
tables have been gathered into a sample document, National
Incident-Based Reporting System 1999, which displays 1999 NIBRS data.

This also includes assault with disease (as in cases when the offender is aware that he/she is infected with a deadly disease and deliberately attempts to inflick the disease by biting, spitting, etc.). Comment: Prior to sending the entire record
to the FVC Database, the DET can toggle back and forth between the various
TABS to correct errors/update information. However, once the record is
sent to the database, the DET CAN NOT retrieve the record. If an organization
wishes to keep track of data that is entered, the organization can ask
the DET to print out any or all of the screens prior to sending the incident
record to the database.
