Minutes for Thursday July 25, 2002

 
The GC Local Management Board Meeting was held on Thursday July 25, 2002, at the GC Board of Education. Members attending the meeting were: Susan Athey-Oxford, Henry Brown, Earl Clark,  Rodney Glotfelty, Ernie Gregg, Ann Sherrard, Phyllis Trickett and Duane Yoder. Also attending were, Sue Sharpless (GC PCF staff) and Trish Yoder, Mt. Top Mental Health Associates.

Ann Sherrard, LMB Chairperson, called the meeting to order at 10:35 a.m. and requested a motion to approve the minutes from May 30th. Ernie Gregg made the motion to approve, seconded by Duane Yoder. The motion carried.

PRESIDENT'S REPORT

Susan Athey-Oxford distributed a copy of the President’s Report, which described recent Partnership activities and projects. Areas detailed included community collaboration provided, as well as general operations involving the office.

CONTINUING BUSINESS
Wireless Update
The City of Oakland is supporting the Wireless Project; the first hubs of the project have been completed.  Mark Middleton met with representatives from TWR Communications. The partnership will collaborate with TWR and AlCoNet

Continuing Business
The State Family Preservation workgroup has temporarily suspended meetings. DHR is currently seeking another facilitator to conduct the meetings.  Meetings should resume in September.

NEW BUSINESS
Nominations Committee
Ann Sherrard, Chair, presented the slate of officers for Fiscal Year 2003.  The committee’s recommendations are as follows:  Rodney Glotfelty, Chairperson; Phyllis Trickett, Secretary. Earl Clark, Treasurer. At this time the board does not have a nomination for Vice Chair.  Ann Sherrard opened the floor for nominations.  Duane indicated the officers rotate positions and the logical approach would be to take nominations for the non-permanent position, this person would automatically move into the position of Vice Chair. At the present time the members rotating into the position would be:  Ann Harrison, Debra Friend, Earl Clark, Phyllis Trickett and Lottie Brenneman.  Ann Sherrard made the request to nominate each individual position.

Nomination for Chair - Rodney Glotfelty – Ernie Gregg moved the nomination be closed for Chair, Dr. Teets gave the second.  Motion Carried

 Nomination for Vice Chair – Earl Clark – Ernie Gregg moved the nomination be closed for Vice Chair, Rodney Glotfelty gave the second.  Motion Carried.

Nomination for Secretary – Phyllis Trickett – Ernie Gregg moved the nomination be closed for Secretary. Earl Clark gave the second.  Motion Carried.

Nomination for Treasurer – Ann Harrison  - Ann Harrison was not present to accept.  Ann Sherrard will contact Ann Harrison to offer her the position of Treasurer.

Nominations were open for the Executive Committee:

Rodney Glotfelty, Earl Clark, Phyllis Trickett and Ann Harrison, LMB Officers, will serve on the Executive Committee.

At Large nominations were as followed:

Phyllis Trickett nominated Duane Yoder and Ernie Gregg for at large Executive Committee members.

By actuation the board approved the slate of officers for the Executive Committee.

Garrett County Partnership Budget for FY 2003
Sue Athey Oxford indicated to the board members the budget has been submitted to the State for approval.  After a brief discussion Dr. Teets made the motion to approve the budget, Earl Clark the second.  Motion Carried.

School Based Mental Health/Violence Prevention
Sue Athey-Oxford reviewed the projects for School Based Mental Health/Violence Prevention.
This particular project brings GC PCF together with Community Action, Early Head Start, Head Start. This program will be the first in the State with an Early Intervention Mental Health Team. Members consist of Mary Bell (Early Head Start) as Coordinator, Crystal Shaffer (GC HD/Mental Health), Susan Athey-Oxford (GC PCF) and presently a vacant position at the Mental Health Department.   Programs/topics being funded by the grant include: Leadership Academy, Character Counts, Northern/Southern Activity Buses, Parent Involvement Team, Life Skills Training, DARE to be You, and a Therapist working in Southern High School.  This is just a brief overview of the School Based Mental/Violence Prevention Grant. .

AGENCY UPDATES
Rodney Glotfelty  - GC Health Dept.
Making progress on the Federally Qualified Health Center Application.  At the next board meeting the committee will work on a letter of intent to actually apply for the Health Center.
Dr. Teets – GC Board of Education
Garrett County has led the state in the last three years in completing the rigorous programs throughout the state.
Construction projects at Camp Hickory, Route 40, and Southern High School Library
Duane Yoder – Community Action
The renovation of the Pine Woods Apartment Complex has been completed.  This is a 36-unit facility located in Mt. Lake Park.  Renovations on the Grantsville Family Housing Development, also a 36-unit facility, should be completed around February 2003.  A grant was received from the Maryland Department of Transportation to design and identify a site for a transit facility. This facility would house all Community Action’s vehicles.  Community Action is continuing to work with the Judy Hoyer Center to track school readiness.
Ernie Gregg made the motion, Ann Sherrard the second, to adjourn the meeting. The motion carried.
